Verordening (EU) 2018/1240 stelt dat het bezit van een geldige ETIAS-travel authorisation een nieuwe inreisvoorwaarde voor het grondgebied van de lidstaten moet zijn — pre-gate vóór de fysieke grens — zonder automatisch recht op toegang.
